Rules for the 2009 Troy Strawberry Festival Soccer Invitational

1.0 ELIGIBILITY:
This Tournament is open to currently registered USSF league or association teams composed of no more than eighteen (18) players. All teams must be currently registered with their state, national or provincial association and all US Soccer player passes must be furnished for each Tournament contestant.

Please refer to the sanctioning form for details on the number of players you can roster, the number of guest players and the number of field players allowed at each age level.

No player shall be allowed to register with more than one team or switch to another team during the Tournament. All teams outside of the Ohio South Youth Soccer Association district must file travel permission forms.

2.0 AGE:
All teams will determine their ages per player's birthdays as of August 1. For example, all players born on or after I August 1989 are considered as Under Eighteen (18).

3.0 LAWS OF THE MATCH:
International Rules (FIFA/USSF) apply with the following exceptions:
Substitutes must be at the mid-field line.
Substitutes may be made with the consent of the referee
After a goal by either team
Before any goal kick
Before a throw-in, your favor or if the opponent is substituting
At the beginning of any period of play
After an injury, by either team, when the referee stops play
After a caution, the cautioned player must be substituted.

Offsides in 6v6 games will not be called.

4.0 GAME FORMAT:
Under 17 thru 18; 70 Min; Finals 80 Min; Ball Size-5
Under 16; 70 Min; Finals 70 Min; Ball Size-5
Under 15; 70 Min; Finals 70 Min; Ball Size-5
Under 14; 60 Min; Finals 70 Min; Ball Size-5
Under 13; 60 Min; Finals 70 Min; Ball Size-5
Under 12; 60 Min; Finals 60 Min; Ball Size-4
Under 11; 50 Min; Finals 60 Min; Ball Size-4
Under 10; 50 Min; Finals 50 Min; Ball Size-4
Under 9: 50 Min; Finals 50 Min; Ball Size-4
Under 8: 50 Min; Finals 50 Min; Ball Size-4

5.0 FORFEITS:
Any team that fails to complete a match or leaves the field during play shall be scored as having forfeited that match.
No team that has forfeited a match will be declared a wild card or group winner.
The team winning the forfeit will be awarded the average number of goals per match that they have scored in their other preliminary matches, rounded DOWN to the nearest whole number.
The opponent's score shall be zero. This score shall be the official score, in case goal differential is necessary to decide the group winner.
The Tournament Officials reserve the right to decide all other matters concerning a forfeit.

6.0 SCORES:
Scores will be posted as quickly as possible. Coaches should report any alleged discrepancies to Tournament Headquarters prior to their next match.

7.0 IN ACCORDANCE WITH FIFA POLICY:
There shall be no dissent between players and/or coaches and the referees. Questioning a referee's call is considered dissent. All coaches are urged to solicit the support of their fans in monitoring, and enforcing, this policy;

Any player or coach ejected from a match will be ineligible to participate in the next, (a minimum of one match), scheduled match. No substitution will be allowed for the ejected player in the match in which he/she was ejected.

8.0 STANDINGS:
Each team will be awarded three (3) points for a win, one (1) point for a tie and zero (0) points for a loss, In addition, one (1) point shall be awarded for a shutout win (a forfeit does not constitute a shutout nor does a 0-0 tie).

In the event of ties in the group standings, the following criteria, in hierarchical order, will determine the group winner:

-Most Points
-Head to head competition
-Highest number of total NET goals (goal differential).
-Maximum goal differential per match is four (4), e.g. if a score is 4-1, the goal differential is 3 for the winner and -3 for the loser. For a score of 7-2, the goal differential is 4 for the winner and -4 for the loser.
Most goals scored, up to four (4) goals per match.
-Fewest goals allowed.

-Penalty kicks (FIFA laws of the game apply, see Penalty Kick Elimination below). If both teams advance, the Tournament Director will decide the opponents at the next level of play.

9.0 WILD CARD TEAMS:
The selection of a wild card team, if required, shall be determined by:
-Non-group winner with the most total points.Non-group winner with the most wins.
-Winner of the game, if applicable, played between the tied teams.-
-Goal Differential (See 8.2.b above)
-Fewer total goals allowed (gross).
-Penalty kicks (FIFA laws of the game apply, see Penalty Kick Elimination below). If both teams advance, the Tournament Co-Director will decide the opponents at the next level of play.

10.0 TIE BREAKERS IN FINAL GAMES:
-Two, ten (10) minute overtime periods shall be played to completion.
-Penalty kick elimination, (see definition below).

11.0 GAME BALL:
If a match ball is not provided by the Tournament, the HOME TEAM, (first team listed on the match schedule), will provide the match ball.

12.0 PENALTY KICK ELIMINATION:
-Players on the field at the end of the second overtime period constitute the first pool of players eligible to take penalty kicks.

-A coin flip will determine which team kicks first (visiting team calls).

-Only five penalty kickers are selected per team for the first round of kicks.

-The most goals scored after five kicks for each team wins the game.

-If the score remains tied,the teams will alternate shooters,using the remaining field players until there is an unmatched goal beween the teams.

-After all eigible players on the field of play have taken kicks,teams will then use any remaining roster players,until there is an umatched goal between the teams. In the event that the score is still tied after all roster players have each had one kick, any roster player may then take a second kick in the order so designated by the head coach.All roster players will have a total of two kicks before the process is continued until there is an unmatched goal between the teams.

13.0 PROTESTS:
There will be NO protests of any Tournament matches allowed.

14.0 PLAYER'S EQUIPMENT:
-Shin guards are mandatory and must be completely covered by a sock.
-Shirts/jerseys will be tucked into players' shorts at all times.
-In the event of a color conflict, the HOME TEAM, (first listed on the schedule), will change color.
-It is the responsibility of the teams to provide water for their players during the Tournament.

15.0 WEATHER:
-Due to circumstances or conditions beyond its control, the Tournament Committee will not be responsiblefor loss of any funds due to the cancellation of all, or any part, of this Tournament.
-Should inclement weather or field conditions prevent the completion of matches during the tournament, the following procedure will be utilized to determine the final places of teams within a bracket:

Fewer than two matches have been completed by any team within an age division (e.g. U12 Girls — Red)
-All teams within the age division will be evaluated based on the first match. The team with the best record will be deemed the Champion.
-The team with the second best record will be the runner-up.

Fewer than three matches have been completed by any team within an age division:
-Teams within a group (i.e. A & B) will be evaluated based on the first two matches. The team with the best record in each group will be deemed the winner of that group.
-The team with the best record will be deemed the Champion. The team with the second best record will be the runner-up.

All teams within an age division have completed three matches
-Same as "b" above, however, teams within a group will be evaluated based on the first three matches.
-In the event of ties in the team records, the criteria detailed in the STANDINGS section of the rules, in hierarchical order, will determine the winner.
-If the weather or field conditions are such that penalty kicks cannot be performed, a coin flip will be used to determine the winner. The first team listed in the age brackets will call the toss.

16.0 GENERAL:
-Coaches are required to bring players cards and medical release forms to every Tournament match.
-If a match is temporarily suspended due to weather and/or field conditions, or other situations beyond the Tournament's control, each team involved must check with Tournament Headquarters for further instructions. Matches interrupted in the first half shall, time permitting, play the full match to completion. Otherwise, just the first half shall be played to completion and the resultant score shall be recorded as complete.
-If a match cannot be started due to weather or field conditions, the general policy of the Tournament is to, if possible, reschedule these matches in a shortened format (e.g. two 10 minute halves) in order to complete the schedule. If, how and when the matches are rescheduled is entirely up to the discretion of the Tournament Committee.
-The Tournament Director's interpretation of the foregoing rules/regulations shall be final.
